The Estonian Film Institute (EFI) is the largest funding source for film production in Estonia. The national budget has allocated an annual sum of 5.3 MEUR (2015).  However, in 2016 EFI budget will raise up to due to new initiatives.  First, national films get additional 3 MEUR for 6 feature films celebrating Estonian Republic 100 anniversary. Second, EFI will introduce a financial incentive system for foreign film productions a fast and easily accessible cash-rebate support for foreign investments up to 30% on the local spend.

EFI supports feature, documentary, short and animation films. For national films support is given for script and production development, production, local distribution and international festival circulation. Additionally, EFI subsidizes cross-media projects, film related research, digitalization, local film events and further training for local filmmakers.For co-productions, EFI gives grants for minority co-productions, and in 2016, introduces new scheme for foreign production shooting in Estonia, known as the financial incentive FilmEstonia.
